I'm currenly looking for 3 people to play Persistent NPCs.
One is Jasper Collins. He's the town census taker. The player will be in charge of having Jasper run around and find new people in the town, take their information and then post it to the Census bureau thread, or getting them to post it themselves.
Another is the (as of yet unnamed) Leader of The Town Guard. He'll be in charge of playing the main Guard, organizing NPC guards and playing them, defending the town, and recruiting PCs to play other minor guards.
Finally, we need some kind of magical advisor for The Town. This NCP is in charge of handling the minor magical maintenance of the town, typically repairing anything that gets damaged during barroom brawls, to make sure that when people come back tomorrow, the place is still standing and usable. Also, you advise The Town Mayor on all things magical and mystical.
These are NPC-type roles, which will mostly be background characters, that you can take out and run around with for short periods of time. You can use them as your Main character as well, if you can't really think of another PC you want to create and play as.
